	Safety Consulting Area of Expertise Hector Garcia, owner of HSG, Inc., provides consulting services on the topic of safety and regulation in the window cleaning industry. Building owners, managers, contractors, the State of California, and lawmakers have used his services to make decisions as to what kind of equipment to use, how to operate it, and which laws will support the safest practices in window cleaning. Qualifications Hector Garcia has owned HSG, Inc. for three decades. Aside from having worked atop Southern California’s highest skyscrapers, he also has become heavily involved in the regulatory side of the industry. In 1989, Hector began serving on a Cal/OSHA advisory committee. Cal/OSHA is the Division of Occupational Safety and Health, which protects workers and the public from safety hazards. Hector observed deficiencies in the window cleaning law, and wrote a petition to allow window washers to use new systems, such as counterweights and CDA’s (Controlled Decent Apparatus). Over the next few years, Hector helped create new laws and became qualified as an expert witness in court cases involving safety procedures in window cleaning. In 1995, HSG, Inc. was issued an SIT (Scaffold, Inspection, & Testing) License from Cal/OSHA. This allows the company to inspect and service all roof rigging equipment. Hector realized that many SIT contractors and managers were not complying with the new laws, so decided to begin consulting in an effort to educate them about the new regulations. Seminar Hector will present a seminar to a group of you and your associates on the legalities of window cleaning. Typically, the seminar is presented in a PowerPoint format with hand-outs. The setting is friendly and informative, with ample time for questions after the presentation. The seminar can be scheduled at a time and place convenient to your company, and is a great way to educate managers and engineers in a casual, interactive environment.
